The 193rd Episode : Why are you here?

I chased away a big and annoying fly, passed the passport control and reached the baggage claim. The conveyor moved with a rattling sound and baggages came out.
Whilst I was waiting for my baggage someone tapped me on the shoulder from behind. I looked back and found an unknown guy standing. Another sponging here again? My eyes were on him with suspicious, then he smiled and pointed himself out saying "OS otouto (= brother)". Ah, OS told me that he made his younger brother pick me up at the airport. Indeed he looked a lot like OS. "Thank you for coming. My baggage's not come out yet, so... " Hmm? Wait, wait, wait!? Why was he (to pick me up) able to be at this place?
Normally passengers pick up their baggages and go to the arrival lobby through the door after the customs clearance. Then they can meet first the people who came to pick them up. Did he get into the baggage claim by going backwards through the customs? I was getting confused if I thought it deeply. Well, let's just say it's that kind of country.
